7. The withdrawal of night watchmen leaves British

properties a grave temptation to the evilly disposed,

being much spead about and all within Chinese territory

makes the solution difficult.

8. It is considered desirable to place guards in the A.P.0. on Swatow side and I foresee the probability of one,

if not two, guards being required on Kakohio side.

This means that "Bluebell's" Landing force is

9. Japanese are in similar position but I am inolimed to put complete faith in the Captain of the
